Supporting the 2nd Work Plan (2026-2030) of the National Climate Change Adaptation Plan (PNACC)
Development of a new assessment of impacts and risks derived from climate change in Spain to feed the next PNACC Work Program (2026-2030). Duration: 16 months. Budget: 249,000€
Challenge
The risks associated with climate change that Spain faces are extremely diverse due to its geographical location and socioeconomic characteristics, affecting key sectors such as tourism, agriculture and transportation. The lack of methodological homogeneity and the heterogeneity of available data represent a significant challenge to ensure a decision-useful climate risk assessment.
Solution
A scalable, traceable, transparent and replicable methodology is proposed, focused on the homogenization of information to address the complexity of integrating diverse data. The technical assistance will develop a methodological approach based on multi-criteria analysis (MCA) to prioritize key risks, including participatory workshops with experts.
Results
The analysis will provide an assessment of key climate risks in 14 sectors, including cross-cutting aspects such as territorial distribution, social vulnerability and aspects of risk governance, making it possible to identify areas and groups with a higher level of risk and facilitating decision making. The final product will include an impact and risk assessment report, identifying information gaps and accompanied by specific recommendations for adaptation to climate change in the different sectors.
