Flagship technology transfer project
Providing appropriate solutions to reduce coastal flooding and to strengthen the technical capacities of Cuban professionals
Project developed by IHCantabria, The Associated Engineering Partnership (Dar TAEP) and R5 Marine Solution, from 2023 to 2025, under the leadership of IHCantabria. The contracting entity is the National Institute of Hydraulic Resources of Cuba (INRH) and is financed by Kuwait Fund For Arab Economic Development, with 702,564 €. Education is also provided to the Local Consultant, composed of Cuban professionals from INRH, Empresa de Servicios Ingenieros Hidráulicos Occidente (ESIHO) and Centro de Investigaciones Hidráulicas de la Universidad Tecnológica de La Habana (CIH-CUJAE).
Challenge
The Havana Malecón faces a critical challenge due to frequent flooding caused by the increasing impact of cold fronts and hurricanes. This makes it essential to develop sustainable protection solutions that not only guarantee structural stability, but also strengthen resilience to the effects of climate change.
Solution
Conduct 2D and 3D physical model tests for the study and evaluation of the protection solutions proposed by the Local Consultant, as well as provide education & capacity building courses and technical support in the studies to be carried out by the Local Consultant.
Results
An exhaustive analysis of the behavior of the different protection solutions proposed to mitigate coastal flooding in the Malecón has been carried out, focusing on the stability of the protection pieces of the breakwater dikes and the overtopping of the waves on the Malecón, considering cold front and hurricane scenarios. The Local Consultant has shown full satisfaction in the development and quality of the courses of education & capacity building and all the work carried out by IHCantabria.

Challenge
A digital twin of this basin is needed to facilitate the follow-up, monitoring and planning of the development of the Katari Basin and Lesser Lake Titicaca, as well as the processes related to the integrated water cycle in this area.

Solution
Develop and implement a Decision Support System (SATD- KATARI) in the Katari Basin and Minor Lake Titicaca, so that technicians, managers and citizens can consult and make decisions on problems affecting this basin, from a structural, social and management point of view.
Results
The Decision Support System (SATD-KATARI) focuses on two levels of action: a Basin level dedicated to the management of data related to the integrated water cycle (hydro-meteorological data, infrastructures, uses, master plan,…) and a Sub-basin level for modeling the water balance and displaying panels of indicators to facilitate strategic management (balance, water quality and risk).
