Interaction among coastal stakeholders is the only way to effectively adapt to climate change
A course for managers of Uruguay’s coastline, including public and private agencies, at the national and local levels, on the implementation of adaptation measures in coastal areas, aligned with the National Adaptation Plan for the Coastal Zone (PNA Costas). This multisectoral education was based on the methodology for the elaboration of adaptation measures in 6 coastal departments of Uruguay, developed by IHCantabria.
Challenge
The National Adaptation Plan for the Coastal Zone of Uruguay (NAP Costas) highlights, among other aspects, the accumulation of population in coastal areas, the importance of tourism in the national GDP and the absence of adequate methodologies to assess climate risks in future scenarios, especially those related to flooding and coastal erosion. The effective implementation of adaptation strategies depends to a large extent on the interaction between the different actors and managers, starting from a homogeneous educational process.
Solution
IHCantabria has developed the methodological guide to address the challenges posed by the NAP Costas. This guide defines the steps for the implementation of adaptation measures, covering from the national to the local scale, and encouraging both coordination between administrations and transboundary cooperation. To ensure the successful implementation of adaptation measures, IHCantabria researchers have designed a multisectoral and multidisciplinary educational effort aimed at different sectors involved in coastal management.
Result
Making available to coastal managers the best scientific-technical knowledge on adaptation in coastal areas, with the objective of strengthening their capacities for the effective planning and implementation of adaptation measures.
